To develop robust emergency response plans, it is essential to define who does what, with whom, and what information is required.
Today, emergency response processes are documented in unstructured text documents, if at all. Interviewing people to gather the data needed to understand, specify, and validate the details of tasks and processes is a time-consuming manual process. The time spent on data gathering traditionally has come at the expense of actual process improvement.
THE COLLECTOR SOLUTION
Collector enables more efficient data collection in the context of emergency preparedness planning and business process improvement.
The solution provides an easy and efficient way to elicit tasks, surface issues, and validate information inputs.
Collector asks operational users questions about their assigned tasks (this can be done on desktop or mobile devices)
Collector simplifies the data collection process, enabling operational users without engineering expertise to author high-quality operational “user stories,” based on their work context and day-to-day task execution needs. Users author stories by simply filling out requirements-gathering templates that dynamically help to answer basic questions. A user story is a semantically coherent task narrative with a structure such as: “In Role X, for Organization X, participating in Mission X, I perform Task X, as part of Process X, and I need Information X, which I receive from Source X, via IT System X, but Issues XYZ impede the efficiency of carrying out the task”.
User stories (aka “task narrative”) paragraphs can be used in plans, in training, and in operational process documentation.
Outputs for Planners and Managers
The data in Collector can be used to produce analytical reports for managers with insights about:
• How many issues there are of each type across all scenarios, or for a particular scenario, process, organization
• Unconfirmed information inputs between tasks, roles, and organizations
• Organization-to-organization process interdependencies and information exchange linkages
Benefits for Tetra Tech
With Collector you can focus your limited resources on systematically improving emergency management processes and cross-agency information flow, instead of on gathering data from planners and responders. This will translate into greater value and impact for Tetra Tech EM customers.
Benefits for Emergency Management Agencies
Collector will help EOCs and their partners develop a common understanding of the processes, tasks, and coordination needed to operate successfully when disaster strikes.
With the data gathered by Collector organizations can:
• Define the who, what, where, when, how, and why of EOC tasks
• See which processes have issues
• Build a comprehensive visual process map that provides an integrated understanding of how processes fit together across EOC stakeholders and between partners
• Enhance mission integration across levels of government and disciplines
