An improvised Explosive Device (IED) attack on the rail system is one of the most acute terrorist threat scenarios. Securing the rail system against an IED terror attack depends on effective communication and fast, resilient information flow, as well as physical infrastructure protection measures. Regional transit security agencies must plan the sharing of information needed before, during and after an incident. This requires not only technical interoperability of systems but also governance, plans and Standard Operating Procedures (SOPs), training, assessment, and ongoing management. This session will present insights from the Indian Railway Protection Force as well as a U.S. Dept. of Homeland Security-funded project to develop a regional information sharing plan for a terror attack on an intra-city rail system.
Participants will:
- Learn an analytical framework being used to model and simulate the flow of communication, notification and information sharing to enhance coordination in all phases of counterterrorism and emergency response.
- Understand the key components of a risk-based management framework for fixing emergency communication issues at the regional and state levels.
- Gain insight into best-practices in getting senior officials to harmonize the efforts of their respective agencies
